The project aims to modernize the corrugated packaging production line, increasing the production capacity from 117 million m² to 177 million m² of finished products per year. This includes KZT 66,422,400 thousand in financing to establish a new production facility.
The leasing transaction will enable the purchase of modern automated equipment for tire production at the Saran plant, where operations are already underway.
The financing, provided within the framework of state programs by the Government of the Republic of Kazakhstan, is part of the state support for the project. The project involves the acquisition of equipment from leading global manufac turers such as MESNAC, KONŠTRUKTA, Vipo, PROZAX, Comerio Ercole, and NAKATA ENGINEERING.

Organization of Tire Production in Saran, Karaganda Region at the Request of Tengri Tyres LLP (formerly KamaTyresKZ LLP)

The technological level of the project will allow the automation of most production processes. However, the enterprise will provide employment for more than 1,116 people, with over 2,000 builders required during its creation. The new plant will have an annual capacity to produce 3 million passenger and light-cargo tires, as well as 0.5 million all-metal-cord truck tires. The production will supply the initial set-up of cars produced in Kazakhstan, cater to the secondary market, and export to CIS The plant was commissioned on June 30, 2024.

Within the framework of measures on renewal of sanitary transport of the Republic of Kazakhstan in 2024, 3 projects were financed in Akmola, Kyzylorda, and Astana City for the total amount of 7,983,750 thousand tenge, for the purchase of 285 sanitary vehicles. Of these, 260 units were delivered in 2024.
Renewing the transportation park for emergency services across all cities and regions of the Republic of Kazakhstan is a key priority. Due to the depreciation of more than 4,000 emergency vehicles (police vehicles), as well as population growth, the demand for renewing transportation parks exceeds 1,000 vehicles annually. Lease financing allows for the acquisition of more transport at the lowest primary cost. For renewing emergency vehicles (patrol vehicles and traffic police motorcycles), lease f inancing is provided under the following conditions
  • Lease term: Up to 5 years
  • Nominal interest rate: 7% per annum
  • Initial payment: Not less than 15%, funded by the local budget or the lessee's own funds (if leasing payments are funded by the republican or local budgets, financing without an advance payment is allowed).

In 2024, the Fund continued financing the project for the introduction of an electronic fare payment system at the request of Almaty Transport Holding LLP, for a total amount of 1,361,423.34 thousand tenge. By the end of 2024, 3,335 units of equipment were delivered, with 850,889.60 thousand tenge used for the project.

In 2024, the Fund financed the acquisition of 14 vehicles for the transportation of persons with disabilities from SaryarkaAvtoProm LLP upon request of Innovative Scientific and Production Center for Disability Research Technology LLP, for a total amount of 277,500 thousand tenge. The vehicles were delivered in 2024.
In 2024, the Fund initiated the financing of projects for the acquisition of 411 units of machinery and equipment at the request of the Republican State Enterprise on the Right of Economic Management "Kazvodkhoz" of the Water Resources Committee of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan, for a total amount of 14,400,118.70 thousand tenge. By the end of 2024, 29 units of machinery and equipment were delivered.

Lending to Financial Institutions

On August 13, 2022, a loan agreement was signed between the Fund and KazAgroFinance JSC (KAF) for the amount of 30 billion tenge to finance entities in the agro industrial complex acquiring new domestically produced self propelled agricultural machinery through financial leasing. On October 30, 2023, a loan agreement was signed between the Fund and Zhasyl Damu JSC for 20 billion tenge to further finance KAF. The funds were credited to the Fund's account on October 31, 2023.

Additionally, KAF attracted commercial funds in the amount of 10 billion tenge to be mixed with the above mentioned funds in a 75/25 ratio. The total financing volume for leasing domestically produced agricultural machinery amounted to 40 billion tenge.

As of December 31, 2024, a total of 1,001 contracts were concluded under these funds, and 1,093 units of agricultural machinery were leased. On November 1, 2023, a loan agreement was signed between the Fund and KAF for 20 billion tenge to finance entities in the agro-industrial complex acquiring new domestically produced self-propelled agricultural machinery through financial leasing.

Financing of Social-Entrepreneurial Corporations for the Construction of Small Industrial Zones

In accordance with the Law "On Industrial Policy" dated December 27, 2021, No. 86-VII ZRK, the Fund serves as the operator of several state programs and performs tasks in compliance with the legislation of the Republic of Kazakhstan, state planning system documents, and the Fund's charter.

As part of the Concept for the Development of the Manufacturing Industry of the Republic of Kazakhstan for 2023–2029, approved by Government Decree No. 846 dated December 20, 2018, and amended by Government Decree No. 259 dated March 28, 2023, the creation of small industrial zones (construction or reconstruction of production sites) is planned in all regions and cities of national significance. These zones will accommodate small and medium-sized businesses in the manufacturing sector through the № f inancing of social-entrepreneurial corporations (SPCs) at an interest rate of 1%, with subsequent financing for construction or reconstruction at a rate of no more than 3% per annum for f inal borrowers.

According to Order No. 183 of the Minister of Industry and Construction of the Republic of Kazakhstan dated April 4, 2022, "On the Approval of the Financial and Economic Justification for Lending to National Managing Holding 'Baiterek' JSC with Subsequent Lending to Industrial Development Fund JSC for the Financing of Manufacturing Industry Projects," under budget program 214, the financing of SPCs for the creation of small industrial zones is 100% sourced from the republican budget.

In 2024, the Fund opened financing for the acquisition of 157 passenger cars at the request of Passenger Transporta tion JSC (12th transaction), for a total amount of 115,500,000 thousand tenge.

In 2024, the Fund continued financing the project for the acquisition of 2,000 fitting platforms in Astana at the request of KTZ Express JSC, for a total amount of 51,692,480 thousand tenge. The project aims to renew the car fleet. By the end of 2024, 193 f itting platforms were delivered. Additionally, in 2024, the Fund began financing a second phase of the project for the acquisition of 2,000 fitting platforms in Astana, at the request of KTZ Express JSC, for a total amount of 70,958,706 thousand tenge. The lessee plans to further renew the car fleet. By the end of 2024, 352 fitting platforms were delivered.

Commercial Projects

In 2024, the Fund financed the project of ECO Shina LLP in the amount of 436,186 thousand tenge. The project aims to increase the volume of primary processing of automobile tires by 67% (from 6,000 to 10,000 tons), as well as expand the range of finished products with a twofold increase in volume (from 3,000 to 6,000 tons) in the city of Shymkent. The project will create 42 new jobs and enable waste-free recycling of waste tires
